Maintaining the Rule of Law in an Evolving Security Environment

In this audio presentation from the 2013 International Security Forum, four experts worry about the continued relevancy of existing international legal standards and norms, particularly in facilitating global stability and security. Indeed, the hybrid problems we now face not only raise concerns about the applicability of today's laws, but also whether they can have a polarizing and destabilizing effect on evolving international relations. The following speakers address these concerns in detail: Knut Dörmann from the International Committee of the Red Cross; Valentin Zellweger from the Swiss Federal Department of Foreign Affairs; Richard Gross from the Office of the Joint Chiefs of Staff, the US Department of Defense, and Christine Kaufmann from the University of Zurich.
