Somaliland - Time for African Union Leadership
This report examines the self-declared Republic of Somaliland as 2006 marks fifteen years since it proclaimed independence from Somalia in 1991. It warns that the dispute between Somaliland and Somalia will become an ever-increasing source of friction, and possibly violence, unless the African Union (AU) engages in preventive diplomacy. The report argues that AU leadership in creating a favorable environment for negotiation or mediation is key for settling the dispute and solving Somaliland's status.
