Successes and Failures
This brief discusses the successes and failures of global counterterrorism since the attacks of 11 September 2001. It explains that while the core structure of al-Qaeda has been significantly weakened, the jihadist ideology it espouses remains a fundamental threat to international security. The author concludes that counterterrorism efforts need to combine a number of strategies that differentiate between global, regional and homegrown terrorist threats.
