This report details Switzerland's objectives and strategy in support of populations within the Horn of Africa. It provides an overview of the regional context and Swiss interests, as well as past experiences and the implications for the Cooperation Strategy 2013-2016. The report introduces four sectors of engagement in which action will be taken jointly, but each office concerned bearing its own responsibility for its (human and financial) resources and instruments, according to its mandate. It concludes with information about program management, monitoring and steering.
