Terrorist Financing in Southern Africa

Are We Making a Mountain Out of a Molehill?

This paper assesses the effectiveness of anti-terrorism financing mechanism in southern Africa and highlights some of the difficulties southern Africa experiences in complying with international obligations against terrorist financing. It maintains that southern Africa's cash-dominated economies are unable to meet international anti-terrorism financing obligations because few banks exists. The evidence of terrorist financing in the region, moreover, is unconvincing. The author calls instead for the expansion of southern Africa's banking and finance systems to stimulate development.
