This study explores the development and dynamics of non-state actors in Angola and Mozambique. The author discusses the effect of two dimensions, geography and endowments, on the historical process of the two countries. He focuses on the two rebel groups, the Union for the Total Independence of Angola and the National Resistance of Mozambique. The author identifies common features between the two countries, which were under Portuguese colonial rule, and the immediate post-colonial period. Dissimilarities between Angola and Mozambique include differing development achievements.
