The essays paint a complex picture of the future of the Internet and digital policy: Technological change inevitably creates new problems, even as it solves old ones. In the end, the perspectives put forward in this book ultimately depend on whether one thinks the "net" effect of that change is positive or negative - depending on how much, and in what ways, government intervenes online.
