Can the Somali Crisis be Contained?
This report examines Somalia's complex conflicts, in the context of Transitional Federal Government (TFG) and the expansion of the increasingly powerful Islamic Courts. It considers two distinct but entangled political dramas, which are driving these potentially seismic changes: establishment of a Taliban-style safe haven for al-Qaida and other terrorist groups, and the stumbling revival of the Transitional Federal Institutions (TFI) in Somalia. The authors present their recommendations to TFI and the international community on a possible peaceful resolution of the crisis.
