Somalia - To Move Beyond the Failed State
This report examines how Somalia's situation deteriorated into one of the world's worst humanitarian and security crises and suggests ways for improvement. It summarizes Somalia's developments since Ethiopia's intervention in 2006, reviews the apparent success of the Islamist insurgency and looks at the humanitarian and economic crisis. Subsequently, the paper explores the role of local peacekeeping forces and comments on the chances of the Djibouti Negotiations to find a way out. It argues that the announced Ethiopian withdrawal provides the occasion for a radical policy shift.
