Globalization of S&T: Key Challenges Facing DOD
This paper examines the challenges that the United States will face in keeping its status in the field of science and technology (S&T) around the world. It is likely that a number of nations will be similarly prosperous and technologically productive by the middle of the 21st century. The authors argue that the US share of the global S&T enterprise will decrease, and only a small fraction of US scientists and engineers will work on national security problems. This change poses challenges to the roles and conduct of Department of Defense (DOD) S&T.
