Andes 2020: A New Strategy for the Challenges of Colombia and the Region
This report offers recommendations to recalibrate US policy towards the Andean region, with a particular focus on Colombia. The authors argue that the main weakness of US policy is an overly narrow focus on counter-narcotics and security issues, and the absence of regionally oriented strategies. The report suggests three objectives: first, the need to more equitably distribute political and economic resources and power in each country; second, the importance of greater participation by the international community on a range of diplomatic, political, economic, social, security, and humanitarian issues; and third, the recognition that regional problems require regional approaches and cooperation among the Andean countries.
