Active Labor Market Programs - Employment Gain or Fiscal Drain?
This paper attempts to classify labor market policies (ALMPs) based on their desired objectives. More specifically, the authors look at the functions, relevance and cost effectiveness of ALMPs during normal times, during a crisis, and during post-crisis recovery. They then conclude their analysis by providing a systematic overview of how, why, when and to what extent specific ALMP policies are effective.
