Nepal's Future: In Whose Hands?
This report examines the state of the Nepalese peace process and the evolving motivations and interests of the key stakeholders. It argues that without concerted efforts to re-establish a working consensus among former parties to the war, the peace process will collapse. The challenge, the authors posit, is to bring both internal and external actors back to support the process. The report emphasizes the importance of Indian support and compliance on the part of the Nepalese army. It includes a set of recommendations for the warring parties, the government, the international community and India.
