Challenges to Leadership: Responding to Biological Threats
This paper critically examines the existing structures and mechanisms related to biological threat response in the US. In particular, it examines two issues of concern: the coordination of numerous Federal agencies tasked with responding to biological incidents and the coordination of action between federal and state level. The paper recommends that a more comprehensive set of planning and response exercises be developed in order to develop a form of leadership capable of responding effectively to a biological crisis.
