Chronicling an Absence of Restraint: The 1995 UN Arms Register
This paper discusses the establishment and the initial experiences with the UN Arms Register. It explains how the register is a useful transparency measure, but needs further development and expansion to become more effective. The paper details how the lack of participation by several important countries, as well as inconsistencies in supplier and recipient returns, continue to limit the utility of the register in general.
