Does the United States Need a New Russia Policy?
This brief examines the state of US-Russian relations following the return of Vladimir Putin to the Russian presidency and addresses the policy alternatives for the US in light of increased tensions between the two countries. Arguing against both neo-containment as well as unconditional engagement, the brief states that conditional engagement will produce the best long-term results. This would entail working with Russia in areas where mutual interests are realizable, but standing firm where US values are nonnegotiable.
