September 11 and the Need for International Nuclear Agreements
This paper argues that after the terrorist attacks of 11 September 2001, better international regimes to control nuclear weapons are essential to tame the nuclear menace. The author particularly suggests that strategic arms control measures between the US and Russia should be extended, that the International Atomic Energy Agency (IAEA) and other organizations should receive more funding for accounting and control and develop more specific security guarantees consistent with the UN Charter, and that international trade should be secured against nuclear terrorism by receiving political and financial backing from the major trading states.
