Alliance Requirements for Deterrence
Capabilities and Options for the Next Decade
This paper considers contradictions between alliance strategic cultures and underlying strategic realities and how they might be better reconciled in the interests of improving NATO deterrence. The author argues that there is a logic of deterrence with consistent policy implications that should not be glossed over. He also assumes that there is a moral as well as an intellectual obligation to consider deterrence as a responsible strategy that could prevent reckless aggression and avoid conflict.
