Implications of the Guéhenno Report
This brief addresses the considerable mismatch between the needs of UN peace operations on the ground and the UN system's ability to deliver. It discusses the recommendations put forward in a UN advisory group report issued in May 2011, with a special focus on the creation of a Civilian Partnership Cell and the implications for Norway. It concludes that the Government of Norway and Norwegian rostering and training organizations should keep up the pressure on the UN to implement the initiative, as well as some of the other key reforms suggested in the report.
