The EU’s Approach to Fragility in Guinea Bissau
Between Ambition and Coherence
This policy paper discusses EU foreign policy with regard to the fragile political situation in Guinea Bissau. The author argues that the weakness of EU policy constrain its efforts to address state fragility in the country. Inflexibility in political consultations with Guinea Bissau prevented the EU from reinforcing reform. The EU must calibrate reform incentives better and develop smarter partnerships with the UN and regional actors.
