Venezuela - Political Reform or Regime Demise
This paper addresses the situation of the Venezuelan President Hugo Chávez following his defeat in a December 2007 referendum on constitutional reform. Further, it identifies signs of his diminishing social and political support. It outlines Chavez' policy of accelerating the "Bolivarian revolution" and regime consolidation, discusses the position of the different political forces and reviews Venezuela's social and international situation. The paper argues that the 23 November 2008 municipal and state elections are a litmus test for the future of Chávez and his movement.
