India’s Growing Involvement in Humanitarian Assistance
This paper analyzes state behavior in humanitarian assistance separately from development aid and is based on a review of the primary documents and literature about Indian foreign policy as well as 31 semi-structured interviews conducted in New Delhi and elsewhere. It looks at the Indian conception of humanitarian assistance in terms of definition, motives and principles of disaster relief. The authors analyze India’s internal humanitarian bureaucracy and the implementation of humanitarian assistance, analyzing India’s aid practice bilaterally.
