Arms Flows to Sub-Saharan Africa
This paper examines the supply of conventional arms to sub-Saharan Africa. It starts by providing an overview of transfers of arms and military equipment to states in the region in 2006-10. Furthermore, a series of case-studies illustrate the dilemmas related to arms transfers and conflict. The authors point out that a lack of transparency in arms flows to sub-Saharan Africa obstructs an informed debate on the proposed arms trade treaty (ATT) and would be a serious obstacle to its verification.
