Working Towards Rules for Governing Cyber Conflict
Rendering the Geneva and Hague Conventions in Cyberspace
This paper presents five joint recommendations for cyber conflict that are immediately actionable and, if implemented, would be effective in preserving key humanitarian principles of the Laws of War.
