Absorption Capacity: Old Wine in New Bottles?
This paper examines why EU member states disagree over the future enlargement of the European Union. The authors consider why the history of the EU has been based on the idea of permanent expansion and explain that EU membership could rise to as many as 33 states in the future. They go on to argue that future decisions regarding EU expansion will not be based on prejudice or public misperceptions, but will need to remain fundamentally transparent and democratic.
