The ENP Three Years on: Where from – and Where next?
This policy brief argues that the existing European Neighbourhood Policy (ENP) cannot live up to expectations and is in need of reform. The author suggests forming different 'templates' for the Union's European and non-European neighbors and says Germany has a unique opportunity to make progress in this area during its EU presidency.
