International, Regional and Domestic Factors

This article examines how, and to what extent, domestic and international factors have influenced Turkish citizens' call for greater transparency in defense planning and budgeting. On the international level the author considers the current climate in international relations, the emergence of new security threats, and shifts in both the global and regional balance of power. On the domestic level, the focus is on, civil-military relations, Turkey's fiscal crises, and the role of the military in political decision making.
