The Public Sector
This briefing paper discusses reforming corporate governance of Ghana's public sector, focusing on state-owned enterprises (SOEs). It argues that firms in the SOE sector require much-needed rationality, discipline and accountability. It advocates harmonizing the legal regime governing SOEs, promoting management liability and accountability, and increasing financial disclosure requirements.
