A Community of e-Learning Professionals

The Partnership for Peace Consortium’s (PfPC) ADL Working Group is made up of e-learning professionals who focus on defense and security policy education. The group was founded in 1999 as a joint Swiss-US contribution to the PfPC and since then has been chaired by a member of the ISN TACC. The group’s current members include representatives from 30 organizations and 20 countries.


Mission and Activities

The ADL Working Group’s stated mission is to strengthen internet-based defense and security policy education through the active collaboration of different institutions from various countries. Its core activities are based on the e-learning standard  SCORM and its expected successor, both of which are the creations of the U.S. Advanced Distributed Learning Initiative, and include creating and sharing interactive e-learning courseware; providing access to interoperable, open-source e-learning technologies; and disseminating ADL-centered best practices. By pursuing these different activities the Working Group facilitates ADL capability building in those organizations that want and need it, and that wish to lower their development costs in the process.


ADL WG Meetings

The Working Group combines an annual  conference, workshops and “National ADL Day” in order to exchange research results and experiences, learn about new e-learning tools and methods, and launch joint projects that serve the educational needs of the group’s members. Hosting duties are rotated among different member organizations which then benefit from the National ADL Day portion of the program. (It promotes ADL consciousness within the host country and fosters new forms of collaboration between military and civilian institutions.)

Membership and Benefits

Membership in the ADL WG is open to those who work in NATO, PfP and partner-related defense and security policy institutions that use or plan to use ADL concepts and technologies in their educational programs.
