Filipino Muslim Rebels Take Tentative Steps Towards Governance
IRIN reports that the Moro Islamic Liberation Front (MILF) recently backed a candidate running in local elections. This and a host of other confidence-building measures that the MILF has recently performed seem to suggest that the rebels are opting for dialogue with Manila over the use of violence.
