The Fallacy of Nuclear Primacy
This chapter critically reviews the claim that the US possesses nuclear superiority over Russia and China. The paper outlines the dismissive public reception of this claim, outlines US nuclear strategy, contrasts pre-emption versus first strike and highlights the limited political viability of a first strike. Subsequently, the paper addresses the actual strategic nuclear balance between the US and Russia, and the US and China.
