Governance Issues in Afghanistan
This paper looks at the main characteristics of governance in Afghanistan. The author describes the country as being in a situation of corruption, with a weak rule of law, limited sub-national governance, and a stumbling national government. He concludes by recommending that the government should: promote autonomous decision making in the Afghan state, better coordinate with NGOs, work with small scale legal systems with a view to incorporating them into something more formal in the long run, and that subnational-governance organs must be given more freedom.
