Election Year in Bhutan: Litmus Test of Happiness?
This paper contextualizes Bhutan's wobbly attempts at democratization. More specifically, it analyzes why the country's King acceded much of his power to a parliamentary democracy-in-the-making; whether the characterization of the Bhutanese people as politically apathetic is accurate or not; and why civil society remains weak within the country. (In the latter case, Bhutan needs a strong civil society sector in order to maintain its social harmony, or so the paper argues.)
