The Human Rights Regime in the Americas

This policy brief examines context, development and future of the human rights regime in the Americas - a region where many have suffered brutal repression. It looks at both North and Latin America and comments on the inter-American system of human rights, the issue of state sovereignty, the development from impunity to accountability and the changing nature of violations. The authors argue that the changing nature of human rights violations in Latin America demands a refocusing of international and domestic policies, building state capacity and improving the implementation of judicial reforms.
