Security Sector Reform in Kazakhstan, Kyrgyzstan and Tajikistan
What Role for Europe?
This paper analyzes European support for Security Sector Reform (SSR) in Kazakhstan, Kyrgyzstan and Tajikistan. It argues that the security sectors in these countries lack democratic control and that they differ in their size and quality, as does their willingness to reform. It suggests that European actors hesitantly support SSR in Central Asia, but that their assistance of it has had little impact. Therefore, the author proposes a number of recommendations for Europe to help it realize its security objectives in the region.
