Brazil as a Norm Entrepreneur: The "Responsibility While Protecting" Initiative
This paper is concerned with the Brazil’s normative concept “Responsibility While Protecting” (RWP). The author argues that through this initiative Brazil engaged as a global “norm entrepreneur” for the first time. The fact that Brazil chose the contested debate on the “Responsibility to Protect” (R2P) for this initiative underlines its ambitions to be a global player. However, according to this paper, while the concept is promising its future hangs in the balance. Other countries such as Germany and the whole EU would be well advised to take up key elements of the concept and revive the global debate on R2P and RWP with new ideas.
