Totonicapán: Tension in Guatemala's Indigenous Hinterland
This report examines the dangers inherent to Guatemala's use of the army for law enforcement and to maintain public order. The danger became tragically clear following the killing of protestors in October 2012, when soldiers opened fire on a march against high electricity prices and demanding affordable education and recognition of indigenous rights. The report argues that the government needs to give indigenous populations a voice and a stake in the formulation and implementation of policies that affect their culture and livelihoods. It also needs to make police reform a top priority.
