The Civil Defence-Civilian Protection Nexus in the Occupied Palestinian Territory
This report examines international engagement and the attitudes of the Gaza administration and the Palestinian Authority with regard to civilian protection and civil defense. The author argues that there are striking differences between the Gaza administration’s and the Palestinian Authority’s (PA) approaches to civilian protection and civil defense, although both share a gendered view of the issue. The report concludes that the encouragement of community based emergency preparedness by the PA and the international community reflects the privatization of important segments of safety and protection to families and households.
