Deconflicting Protracted Conflicts in the South Caucasus
The Role of the EU and NATO
The brief provides policy recommendations to support the resolution of territorial conflicts in the South Caucasus. It locates the main obstacle to sustainable conflict resolution in the lack of dialogue between conflicting parties. The brief in accordance recommends establishing networks on a high level to as to expand views, change perceptions and search alternative solutions and compromise. More specifically, expectations need to be managed and the creation of alternative realities prevented. This should, according to the brief, mainly be done by creating a commission that can mediate on difficult issues and by increasing the contact between the parties through cooperation of soft security and non-security issues in the region.
