Governing Clean Energy Subsidies: What, Why, and How Legal?
This paper focuses on subsidies for electricity from renewable energy sources or for energy efficiency. It shows how the logic behind clean energy subsidies converges or diverges from the logic of maintaining a robust and rule-bound global trading system. Although subsidies for fossil fuels far exceed those for renewable energy, disputes are emerging across the world on the use of clean energy subsidies. Such disputes make the investment climate for clean energy uncertain. This is why more clarity is needed on the aims of clean energy subsidies and the interpretation of trade rules.
