South China Sea: From Bad to Worse
This paper argues that the breakdown of discussions at the July 2012 ASEAN foreign ministers meeting in Phnom Penh heightened tensions around the South China Sea. It has also prompted the Obama administration to increase its moral and material support for its partners across Southeast Asia.
