The Global Regime for Transnational Crime
This paper looks at international efforts to combat transnational organized crime (TOC). To construct effective strategies to fight TOC, the international community has developed global norms against human trafficking and illicit weapons smuggling. The author argues, however, that the global frameworks are still too weak. After discussing the challenge of TOC extensively, the paper looks at the US and TOC policy issues.
