Cybercrime: Conceptual Issues for Congress and US Law Enforcement
This document discusses the policy implications of emerging US security concerns regarding cyber-crime. In 2012, the debate is often framed in the larger context of the federal government's role in ensuring US cyber security. Conceptualizing cybercrime involves answering a number of key questions. These include: where criminal acts occur in the real and digital worlds; why malicious activities are initiated; and who is involved in carrying out these malicious acts?.
