The Domestic Terrorist Threat
Background and Issues for Congress
The paper explores the counterterrorism policy in the United States focusing on the domestic terrorist activities. The boundary between constitutionally protected legitimate protest and domestic terrorist activity has received public attention since al-Qaeda's attacks of September 11, 2001. Five main topics have been analyzed by the author: level of activity, use of nontraditional tactics, exploitation of the internet, decentralized nature of the threat and prison radicalization.
