Sanctions: Strategy, Implementation and Enforcement
This testimony addresses the conflicting priorities an Iranian leadership facing increasing international sanctions because of Iran's nuclear program. He argues that Supreme Leader Ayatollah Khomeini needs America as a symbolic ultimate enemy along with a robust nuclear infrastructure to legitimize his rule. However, these same enmities only provoke further international sanctions, further eroding the Iranian economy and potentially threaten Khomeini's hold on power.
