This report examines the example of executive aggrandizement in US history: the recent and ongoing executive efforts associated with fighting international terrorism. The policy focus of the report is on changes to US foreign policy as pertaining to established international law, specifically the Geneva Conventions of 1949 and the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment of 1984. However, it does not deal with changes in domestic law and politics (as seen with the PATRIOT Act and the expansion of warrant-less surveillance).
