UN Use of Private Military and Security Companies
Practices and Policies
This paper examines the growing use of private military and security companies (PMSC) by the UN and tries to trace this demand to internal and external challenges. It addresses whether there are established guidelines for policies governing PMSC use in different parts of the organization, whether practices comply with them, or if PMSCs are used more as ad hoc ‘band‐aids’ in response to extreme operating environments. In the process, the paper also explores where decisions to hire PMSCs are made within the UN organizational system.
