Intelligence Failure and the Importance of Strategic Foresight to the Preservation of National Security
This paper examines the role of horizon scanning and strategic foresight towards strengthening national security through two case studies. The author argues for permanent institutionalization of warning intelligence as an integral part of intelligence operations.
