Can EU Strategic Partnerships Deepen Multilateralism?
The EU has defined multilateralism as a major goal for cooperation with its ten strategic partners. A deeper analysis of multilateral perceptions and concrete global issues, such as development, trade, peace and climate, leads to the conclusion that there is little ground for common positions or collective action at the international level. A three-step strategy is the best path towards a common global approach between the EU and the “special ten”: first, focus on bilateral selectivity, second create minilateral alliances and third, create certain pockets of collective rule-based global governance with all strategic partners.
