Assessing Democracy Assistance: Nigeria
Nigeria returned to civilian rule in May 1999 after three decades of military rule, interrupted only by the 1979–83 Second Republic. Since 1999, Nigeria has held three general elections. The quality has declined consistently, to the point where the April 2007 elections that brought President Umaru Yar’Adua to power were decried by international observers as ‘failed’ and ‘discredited’.
